Toner is the same thing as astringent...you use it between cleansing and moisturizing your skin w/ a lot of skincare programs and the active ingredent is usually witch hazel or alcohol so they are supposed to remove any leftover makeup or cleanser product on your face and they leave a tingly feeling...Cetaphil doesn't make one, but I wish they did b/c toners are usually harsh and I'm always searching for a good gentle one!!! :)
